The map in Fig. 1 presents our identifying variation: coal plants gained between 2005 and 2012. India is currently increasing its coal power generating capacity quickly, with an ambitious longterm plan. As the map shows, most districts did not gain a coal power plant over this time period; a small number of districts gained more than one.
